He thanked Bob for taking time off from the never-ending tour to perform at the white house. Didn't he know that Bob is not currently on tour?
he was taking a break from his winter vacation,
which is actually more of a sacrifice than taking time off from work.

I don't know about all that but I certainly get you. They should just introduce Dylan real simple, like as "Columbia Recording Artist" on the Supper Club tapes or something. It sounds sorta old timey.

By definition, a never-ending tour has no break. Even when he's not actually touring, he is therefore "on tour."
Unless you believe what Bob said in the WGW liner notes, in which case the Never Ending Tour ended in 1990.

I actually think it's kind of cool that the President of the United States knows enough about Bob to know that there's even such a thing as the Never Ending Tour. Regardless of when it ended or didn't end.

that is not completely true. according to bob, the concept of the never-ending tour arose in opposition to the established routine of doing a tour to promote a new record. the difficulty of starting from scratch for each tour bothered him, and he decided to remain on tour without regard to the release of a new album. it does not mean there is no break in the touring schedule.
